What are Energy Performance Certificates

Are you planning to build a family house, sell, rent, or renovate a property? Since 2009, the law has introduced the obligation to possess an Energy Performance Certificate of Buildings (EPC), which indicates the energy performance of the building.

What is an EPC? Energy Performance Certificates of Buildings indicate how much energy a building consumes during normal operation. It is then classified into an energy performance class from the most efficient A to the least efficient and most demanding to operate — energy performance class G.

Who is required to have an EPC?

New construction

For new buildings, it is necessary to achieve at least energy class B.

Property sale

An EPC is mandatory for every property sale. The exception is buildings constructed before 1947.

How to get an EPC step by step

Only three steps separate you from obtaining EPC. Let’s take a look at them together.

    Submission of Documentation

    There is quite a lot of documentation required, but without it, we cannot move forward. The basis is to have prepared project documentation to the extent of a building permit. If you don’t have it, we will organize technical measurements.

  • 2.

    Technical Measurements

    If you don’t have complete documentation, our technician will come to you and conduct a building and technical inspection of the building. They will determine the condition of the heating and water heating source, lighting, and other equipment.

  • 3.

    Certificate Processing

    Based on the documentation, we will prepare energy labels for you. PENB values range from A = most efficient to G = least efficient.

What does an Energy Performance Certificate of Buildings look like?

Energy class A to G

The energy class indicates the energy performance of the building. The most efficient is energy class A and the least efficient is energy class G.

Distribution of delivered energy

The graph shows the distribution of delivered energy. You can see all the sources that your building uses for proper functioning. Delivered energy also includes energy from the surrounding environment that is free for users (solar energy, heat obtained from the external environment by a heat pump).

Who must have an Energy Performance Certificate prepared

According to the amendment to Act No. 406/2000 Coll., on Energy Management, you must prepare an Energy Performance Certificate of Buildings if you are building or significantly reconstructing a property, selling a property, or renting it out. The obligation to prepare PENB also applies to public authorities using the property.

What is energy performance?

The energy performance indicator is used for all products whose energy consumption can be measured during normal operation. Classification into energy classes A to G then shows how efficiently the given unit is able to use energy.

We understand it can be complicated — here are the most common questions.

The price of an EPC depends on many factors. Particularly on the type and size of the building, availability of project documentation, processing speed, and the purpose of EPC preparation. For a family house, prices start from CZK 4,000. 

The standard preparation time for an EPC is within 10 working days. For an additional fee, you can order expedited delivery within 6 working days.

If you need an EPC really quickly, take advantage of express processing within 3 working days.

However, the condition is delivery of complete project documentation. If you don’t have the documentation available, it is necessary to arrange a site visit for the purpose of surveying the property. In such a case, the delivery time is within 14 working days.

We create the energy certificate objectively based on comparison of the building’s technical parameters, heating method, lighting, HVAC, hot water heating, and air conditioning with reference values determined by regulations and standards. However, its creation is not just a boring administrative matter.

With an EPC, you will find out how (in)efficient the building is. Thanks to the unified parameters of the energy performance certificate, you can get an approximate idea of how demanding your new apartment or house will be to operate, and you can adapt your housing choice to your financial capabilities.

Based on assessments, we can also detect excessive energy consumption. We then consult project modifications with clients and guide designers toward more economical buildings. This leads to enormous energy and money savings and possibly also to obtaining subsidies. We have already saved our clients up to hundreds of millions of crowns.

For processing the energy performance certificate of a house, you will need basic documentation, which includes a technical report, floor plan of individual floors, views, and sections. If you don’t have them, we will come to you and subsequently process the documentation.

The evaluation of building energy performance and EPC processing is based on comparing two buildings. We carefully compare the determined parameters of your building with the parameters of the so-called reference building.

A reference building is a computationally defined building of the same type, same shape and size including glazed areas. The orientation to cardinal directions, shading, internal layout, and typical purpose of use are also the same.

For purposes other than new construction, a second different reference building has been introduced for the purpose of assessing compliance with energy performance requirements. The reference building for classification is always the same as for new constructions.
After comparison, we then indicate the degree of energy performance of the building, from the most efficient (A) to the least efficient and most demanding to operate (G).

The Energy Performance Certificate of Buildings consists of a protocol and a graphic representation.

The protocol is divided into 11 parts. The first contains information about the building (A), followed by the distribution of delivered energy (B), distribution of non-renewable primary energy ©, annual course of delivered energy (D), balance of heat flows (E), building envelope analysis (F), technical systems analysis (G), recommended measures (H), energy performance indicators and information on whether requirements were met (I).
At the end of the protocol, there are data on the calculation methodology and project documentation (J), and in the final part (K), the energy specialist who issued the certificate always signs.

The graphic representation of the certificate is a one-page document that, in addition to basic data about the building and the energy specialist, summarizes the building’s classification class, distribution of total delivered energy, and energy performance indicators.

According to the current amendment to Act No. 406/2000 Coll., on Energy Management, you must provide an Energy Performance Certificate of Buildings if you:

  • are building a new construction,
  • are selling a property (you do not need an energy performance certificate when selling a property only if you are selling a house built before 1947 that has not undergone any major reconstruction),
  • are significantly reconstructing a property, to an extent greater than 25% of the total area of the building envelope,
  • are renting out a property,
  • are a public authority using a property.

Legislatively, the Energy Performance Certificate of Buildings has undergone a series of changes in recent years. The circle of persons who must have an EPC has gradually expanded – since January 2016, it has also been mandatory when renting apartments or offices.

Energy performance describes the energy consumption that we can measure during normal operation of products. Division into energy classification classes A to G then shows how efficiently the given unit is able to use energy.

Energy performance of a building includes all energies used for building operation. This includes, for example, energy for heating, cooling, hot water heating, ventilation and air conditioning, or energy for room lighting.

Our branch is located in Brno, but we process energy certificates throughout the entire republic, thanks to a wide network of technicians. If documentation is available, we handle everything online; otherwise, we visit the property in person to survey it.

An issued EPC is valid for 10 years from processing, even for those prepared according to earlier regulations.

However, if during these 10 years you carry out reconstruction of the building envelope on an area greater than 25% or change the heating, cooling, or hot water preparation method, it is necessary to prepare a new certificate. What changes are these, for example?

  • window replacement
  • insulation
  • new installation of a condensing boiler or heat pump
  • installation of an air conditioning unit
  • installation of solar or photovoltaic systems

An Energy Performance Certificate of Buildings can be prepared exclusively by a qualified energy specialist. They must be a holder of a valid authorization issued by the Ministry of Industry and Trade according to § 10 paragraph 1 of Act No. 406/2000 Coll., on Energy Management, as amended.

An energy specialist is either a natural person or a legal entity and is registered in the list of energy specialists, which can be found on the ministry’s website (MPO).

There are 4 types of authorization to perform the activities of an energy specialist, and each energy specialist can be qualified for 1 – 4 activities:

  • EPC processing
  • conducting energy audits and energy assessments
  • boiler inspection
  • air conditioning inspection
